About the Organization:

The Cooperative Programs for the Advancement of Earth System Science (CPAESS) develops customizable solutions to complex scientific challenges by fostering scientific leadership and workforce, building community collaborations, and facilitating the advancement of research for the benefit of society.  CPAESS facilitates and manages scientific research and research-to-operations appointments for early career and expert scientists at US institutions, federal laboratories and program offices. CPAESS collaborates with the community to provide an array of scientific opportunities that promote lifelong professional and workforce development and that fosters a new generation of leaders within the scientific community.

The Joint Center for Satellite Data Assimilation (JCSDA) mission is to improve and accelerate the uses of research and operational satellite data in numerical weather and climate prediction models among its partner agencies - NASA, NOAA, and the DoD. The work is accomplished through well-defined joint projects, approved by the Management Oversight Board (MOB). Each project is managed by a subject matter expert, and is overseen by an Executive Team (ET) consisting of the Director, Associate Directors (one from each partner), and the Chief Administrative Officer (CAO).  

Job Overview:

The central role of the Executive Officer is to provide effective communication and coordination between the science Project Leads and the Executive Team (primarily through the Director and the CAO), to ensure that projects achieve their objectives effectively and on schedule, and with the ET sufficiently well-informed of the status of each project to provide guidance and assistance to keep them on track and to respond to new opportunities and challenges as appropriate. 

Another primary role of the Executive Officer is to provide effective coordination, communication, and organization between the JCSDA partner agencies at the level of the Executive Team, to ensure that best practices are used to plan, execute, and report, the activities of the JCSDA.


  • This position will manage several major research activities in coordination with multiple external partner agencies, including:
  • Lead coordination of several JCSDA technical project efforts, including directed, in-kind, and external (i.e. academic/private sector) research contributions.
  • Develops execution plans for highly complex, long-duration projects with input from project team leads and members.
  • Responsible for ensuring projects achieve their milestones and objectives on schedule. 
  • Manages project resources, monitors and forecasts project progress, assesses issues, and develops resolutions to ensure that project goals are met.
  • Lead development and maintenance of key JCSDA documentation that sets the strategic direction of the Center, including the Annual Operating Plan (AOP) and Annual Report (AR), Program Plan, and Strategic Plan, Terms of Reference (TOR) and Memoranda of Agreement/Understanding (MOA/U) between the partner agencies. Provides high-level support in securing multi-year funding.
  • Provide effective coordination, communication and organization between JCSDA partner agencies to plan, execute, and report the activities of the JCSDA. Duties include management of schedule, agenda development, technical/logistics, and recording and dissemination of minutes and action items of ET, MOB, and other various meetings with agency partners;
  • Co-lead organization of JCSDA Scientific and Technical meetings, including quarterly directed research meetings, the annual science workshop, the AMS symposium, and joint meetings with national and international partners. Participate in coordination of JSCDA Training and Outreach activities, including seminars, quarterly newsletter, website, and the Summer Colloquium;
  • Secure access to and use of high-performance computing resources for JCSDA project teams;
  • Serve as supervisor of record and directs work of JCSDA Project Leads and is responsible for recruitment, retention and performance management.


  • Bachelor of Science degree in a quantitative field (e.g., Atmospheric Science/Meteorology/Remote Sensing/Math/ Physics/Statistics) related to core JCSDA activities and a minimum of 5-7 years of experience; or an equivalent combination of education and experience.
  • Ability to travel up to 10% of the time.
  • Advanced skill in directing the work of diverse scientific and technical projects.
  • Demonstrated experience in establishing scientific or technical projects, plans and milestones; establishing project requirements; managing implementation; supervising scientific and technical personnel; establishing project cost estimates and schedules; conducting project risk analyses; selecting suitable project staff; and procuring necessary resources for projects.
  • Demonstrated skill in tracking the management of multiple scientific/technical projects;
  • Demonstrated skill in gathering input for, drafting, and editing plans and reports for scientific projects and programs;
  • Advanced knowledge of and demonstrated skill in routinely applying project management principles to technical projects.
  • Excellent written and oral communication skills. Ability to communicate effectively (verbal and written skills) with project researchers and leaders, as well as with supervisory and support staff.
  • Understanding of government contracts management processes and procedures, and ability to work with UCAR Contracts personnel to meet contractual needs of the project.
  • Ability to recognize science, technical, resource, and/or personnel issues and risks that might threaten execution of a project, and to identify opportunities to improve or rectify project execution.
  • Demonstrated ability to be a productive member of one or more teams, with good interpersonal skills.
  • Strong ability to organize, prioritize, and coordinate multiple tasks within projects, and between multiple projects.

Desired Skills:

  • Project Management Certification.
  • Agile project management experience.
  • Advanced understanding of project management tools,  such as Jira+Confluence, Microsoft Project or equivalent (Omniplan or Merlin).
