Advancing research capacity with specialized understanding
of the Earth system science community and its needs


We provide a physical infrastructure and staffing for multi-agency research efforts through our hosted programs, and we develop long-term partnerships within the Earth system science community in supporting specially tailored programs to meet specific goals and objectives.


CPAESS collaborates with the Earth system science community in supporting large-scale partnerships and initiatives that are generally long-term commitments, often funded through cooperative agreements. Each program is specifically tailored to meet the long-term goals and objectives of the sponsoring partners. This may involve complex science program facilitation, coordination, management and/or scientific workforce appointments.

Air Force Weather Agency, 557th Weather Wing

Offitt AFB, NE

AFWA 557 th Weather Wing delivers worldwide weather products to Air Force and Army warfighters, unified commands, national programs and the national command authorities. In addition, the wing provides twenty-four hour technical assistance on all standard weather systems and equipment.

NASA Cooperative Program for the Advancement of Heliophysics Science (NASA Living With a Star)

Under a cooperative agreement, CPAESS fosters the development of a research community that crosses discipline boundaries to model Sun-solar system connections, to train young scientists, and to enhance the interactions of established scientists.  CPAESS facilitates development of a bridge between cutting-edge heliophysics research and those technological areas affected by space weather.

Naval Research Lab Marine Meteorology

Monterey, CA

Under a cooperative agreement, CPAESS appoints scientists, who are hosted at NRL Monterey, to conduct broad-based, multi-disciplinary research directed towards maritime applications.

NOAA Climate Program Office

Silver Spring, MD

Understanding climate variability and change to enhance society’s ability to plan and respond. NOAA’s climate science, data and information improve the nation’s resilience.

NOAA Office of Water Prediction's National Water Center

Tuscaloosa, AL

The National Water Center (NWC) is the first dedicated federal national water resources facility in the U.S.  NWC is part of the NOAA Office of Water Prediction.  The NWC serves as a catalyst for the Integrated Water Resources Science and Services (IWRSS) partnership.  IWRSS consists of NOAA, the U.S. Geological Survey and the Army Corps of Engineers.  CPAESS appoints scientists, engineers and IT speciallists who are hosted at the NWC.  CPAESS also facilitates NOAA in supporting water security and sustainability, such as the 2016 series of three meetings:  U.S. Water Information in the 21st Century:  Conversation on Integrated Information and Services.

NOAA Okeanos Explorer Program

CPAESS works collaboratively with NOAA's Okeanos Ocean Explorer program to support both twice-yearly expedition needs and to administer recruitment and support for two university student internships aboard the Okeanos Explorer each year.

NOAA Science Collaboration Program

(Located at universities and labs throughout the U.S.)

Through a cooperative agreement with NOAA, CPAESS appoints scientists who conduct research at NOAA labs throughout the U.S.  CPAESS also supports the work of the UCAR Advisory Community Advisory Committee for the NOAA National Centers for Environmental Prediction.

U.S. Army Corps of Engineers Collaborative Research and Development Program

Through a cooperative agreement, CPAESS appoints scientists to conduct research to produce the Atlas 14 Volume for Texas and all related online data sets.  This research contributes to the development of hydrologic studies with the best available precipitation frequency data and support UCASE’s Flood Risk Management mission. This work is contributing to the overall mission of the NOAA Office of Water Prediction.

Each hosted program may be supported through a single agency or be multi-agency funded national research efforts. CPAESS typically provides building infrastructure, equipment and staffing support for hosted programs. Following is a list of current partnerships.

U.S. Carbon Cycle Science Program

Washington, DC

CPAESS provides program office and logistics support in consultation with the Carbon Cycle Interagency Working Group (CCIWG).

US Climate Variability and Predictability Program (US CLIVAR)

Washington, DC

US CLIVAR is a multi­agency funded national research program investigating the variability and predictability of the global climate system on seasonal, interannual, decadal and centennial timescales, with a particular emphasis on the role the ocean and its interaction with other parts of the Earth system.
